Prolific tweeter Ashton Kutcher (@aplusk) is going, along with Jack Dorsey (@jack), founder of Twitter and the Square, plus a variety of State Department officials — including policy planning staffer Jared Cohen (@JaredCohen) and White House CTO Aneesh Chopra. Cohen lead a similar trip to Mexico last year.

Today, a group of leaders in the tech sector is joining the State Department on a trip to Russia to discuss how communications technologies and social media can be used to strengthen and broaden the ties between the United States and Russia. The State Department has recruited some big names to join the trip, including actor and social media lover Ashton Kutcher, eBay CEO John Donahoe, Twitter co-founder and Square founder Jack Dorsey, and Cisco CTO Padmasree Warrior. We hear one of Kutcher’s responsibilities will be to Tweet about the trip. Topics which will be explored include how to foster entrepreneurship and how to use the Web to combat child trafficking and corruption, and use it to improve training, distance learning for remote populations, e-government initiatives, and cultural exchanges.

The delegation is led by Jared Cohen, a State Department policy staffer, Howard Solomon of the National Security Council and White House Chief Technology Officer Aneesh Chopra. The full list of tech leaders on the trip include John Donahoe, Jack Dorsey, Padmasree Warrior, Shervin Pishevar, executive chairman and founder of Social Gaming Network; Jason Liebman, CEO and cofounder of Howcast; Esther Dyson, prolific investor and leader; Mitchell Baker, Chair of the Mozilla Foundation; and Ellis Rubinstein, president and CEO of New York Academy of Sciences.

iDiplomacy will be covering the 140 Character Conference from the Kodak Theater in Los Angeles today. You can follow us at @iDiplomacy and you can read other tweets about the conference by searching for the “#140conf” hashtag. Jeff Keni Pulver (@JeffPulver), creator of the #140conf, previously held an event in New York City and will be bringing the conference to London on Nov. 10-11.

“The original scope of #140conf was to explore ‘the effects of twitter on: Celebrity, ‘The Media’, Advertising and (maybe) Politics.’ Over time the scope expanded to include Sports, Music, The Arts, Sciences and more. Given the location of #140conf:LA, this event will have a special focus on the use of twitter in the Entertainment Industry.”

Among the speakers and topics are Jack Dorsey (@jack), co-founder and chairman of Twitter, a panel on the effect of Twitter on newspapers, what Twitter means to TV shows and their producers, Twitter as a news gathering tool, Twitter for social good and more. Especially relevant to iDiplomacy will be David Saranga’s talk on the use of Twitter in public diplomacy. Saranga (@DavidSaranga) is consul for Media and Public Affairs at the Israeli Consulate in New York.
